The Saudi Green Initiative (SGI) is the Kingdom of Saudi Arabia’s national environmental and climate programme, announced in 2021, committing to net-zero greenhouse gas emissions by 2060 through the Circular Carbon Economy framework, renewable energy deployment, and large-scale reforestation.

Overview

Launched by Crown Prince Mohammed bin Salman in March 2021, the Saudi Green Initiative encompasses three overarching targets: reducing carbon emissions by 278 million tonnes per annum by 2030, planting 10 billion trees across the Kingdom, and protecting 30 percent of Saudi land and sea areas. These commitments were formalized ahead of Saudi Arabia’s participation in the COP26 climate summit in Glasgow.

The initiative is built on the concept of the Circular Carbon Economy (CCE), which Saudi Arabia has championed as an alternative to the binary “keep it in the ground” approach to hydrocarbons. The CCE framework emphasizes four pathways: reduce, reuse, recycle, and remove — allowing continued hydrocarbon production while mitigating emissions through technology, efficiency, and carbon capture. Critics argue this approach delays the necessary transition away from fossil fuels; proponents view it as pragmatic given Saudi Arabia’s economic structure.

Key SGI programmes include the deployment of 50 percent renewable energy in the electricity mix by 2030, development of green hydrogen production capacity (particularly at NEOM), expansion of nature reserves and marine protected areas, and urban greening initiatives in Saudi cities. The Kingdom has also announced significant investments in carbon capture, utilization, and storage (CCUS) technologies.
