Launched in 2016 as one of the first Vision Realization Programs, the NTP was initially designed to set intermediate targets for 24 government agencies across a range of strategic objectives. The programme was restructured in 2018 to sharpen its focus on three primary themes: government operational excellence, digital government transformation, and labour market development.

The NTP sets specific, measurable targets for participating government agencies and monitors progress through regular performance reviews. Initiatives under the programme span government service digitization, process automation, inter-agency integration, and performance management. The programme has been instrumental in driving the rapid digitization of government services that has seen Saudi Arabia rise in global e-government rankings.

The programme also encompasses labour market initiatives, including the development of employment platforms, the expansion of remote work infrastructure, and the implementation of flexible work arrangements.
