Housing Program: Saudi Arabia 2026 Explained

The Housing Program is a Vision 2030 Realization Program built to raise Saudi home ownership from 47 percent in 2016 to 70 percent by 2030. In 2026 terms, the program is best understood through Sakani allocation, mortgage subsidies, ROSHN-led supply, and the regulatory reforms that made long-term housing finance scalable.

Overview

Housing affordability and availability have been persistent challenges in Saudi Arabia, particularly for young Saudi families in major cities where land and construction costs are high. The Housing Program addresses both the supply and demand sides of the equation, working across government, the private sector, and public-private partnerships.

On the supply side, the programme has accelerated residential construction through developers including Roshn (PIF’s national community developer) and the Ministry of Housing’s Sakani platform, which allocates residential products — including completed homes, land plots, and construction loans — to qualifying Saudi families. The programme has delivered hundreds of thousands of housing solutions since its inception.

On the demand side, the programme has catalyzed the development of Saudi Arabia’s mortgage market, which barely existed before 2016. The Saudi Real Estate Refinance Company (SRC) was established to provide liquidity to mortgage lenders, enabling them to extend long-term home loans. Regulatory reforms reduced barriers to mortgage origination, and government-subsidized financing programmes lowered the cost of home loans for eligible families.
